As best I can fathom the English football player transfer system Hartlepool will have 3 types of contracted players; A) players who are already contracted for 08/09, B) players who are out of contract but who they want to retain for 08/09 and C) players who are out of contract who they want to release. 
 
I understand each club produces retain and release lists which classifies players, out of contract, in to either B) or C). If a player is on the retain list the club then offers them terms and conditions for a contract renewal but I understand that the player is free to accept or reject the offer.
 
Hartlepool are apparently going to issue their retain and release list this week. If Porter is on the retain list then I guess he may be required to / want to wait for Hartlepool's offer before deciding whether or not he wants to move on. He has until June 17 to respond to the club's offer which can be increased, but not be reduced or withdrawn, up to that date. Hopefully, for us, he is on the release list. 

Mulligan is on Port Vale�s release list.
