It's about reducing risk, if you have New Zealanders returning home then they usually will have a place to isolate and usually won't be going on a big holliday. Australians coming here usually wont have a place to isolate and usually will want to get out and about.

So returning Kiwis will have to keep self isolating up to July, when non citizens from visa waiver countries can enter sans self isolation/MIQ?
