Isn't it 23 plus a handful of kids from the academy? There's a weird set of criteria for that group beyond the 23.

Singh is one of eleven midfielders named, so his chances of taking the field would seem minimal.

Bayern only had seven players (including one goalie) on the bench in the Champions League for all their matches last season. 

Six outfield positions on the bench from the 14 outfield reserves available in the squad...

Yes, but there's every chance that Bayern will be qualified for knockout stages by Matchday 5 or 6, in which case they're likely to play non-first teamers on those Matchdays. There's a pretty decent chance that Singh will make a Champions League debut this season, unless Bayern really mess up their group and desperately need points in the last game.

Also, back on the squad rules, the squads need to conform to the rules that I mentioned above (25 that must include 2 goalkeepers and at least 8 homegrown players), but since there's no limit on List B players, the squad can be as large as you want, as long as you have enough players who meet the List B criteria.
