By using words like ambition and meek you are saying it's bad and also ignoring the financial reality.

Melbourne is the biggest team in the comp and even then their reckless spending means their future is in doubt. If the Phoenix carried the sort of debt the victory are rumoured to be carrying then they'd go bust. I doubt there's private equity waiting in the wings to "save"  the Phoenix like what the Melbourne owners were forced to do, they're going to lose control of the club.
