Still seeking some concrete information on some aspects, but in a nutshell it seems the situation is...

The Phoenix have to sign seven Australian players. This season they are only allowed to sign 11 New Zealand players.

Still seeking some concrete information on some aspects, but in a nutshell it seems the situation is...

The Phoenix have to sign seven Australian players. This season they are intending to have a squad of 18, and it seems they potentially also are restricted to a squad of 18, which means 11 New Zealand players, and fewer if they sign any visa players, though they've indicated that is unlikely this season.
