She essentially, without saying it directly, is stating that Priestman was directing it.
Where are you seeing this being implied? I read the article too and didn't get the impression that that is what Mander was saying at all.If anything, she seemed to make it quite clear that she felt it was unfair that - while 14 staff members or so were implicated in the scandal - only herself, Lombardi and Bev were named and shamed publicly.
