NZ as a rank outsider and either worst or second worst ranked team at the 2010 WC (I can't remember which) managed a draw against the defending champions. What's the closest a country like Romania, Russia, Georgia, etc has got to beating one of the big boys at the RWC?
You could have said that about Italy a few years ago or Argentina - OK not there yet but certainly getting there.
Or Wales 15 years ago - rubbish. They can compete with most teams these days.
