Sorry I don't see what your argument is? So by your logic with 207 teams ranked in Football, Spain wouldn't comfortably put away Burkina Faso at rank 61? A similar comparison to NZ and Canada in Rugby world rankings.
Who outside of the top twenty of Football would at a tournament put away Spain, Germany or Brazil?
Football is bigger we are all agreed. But Rugby Union for a world sport is hardly a poor one and 4 and a half million people estimated to play club rugby is hardly shabby.
