Biggest obstacle is there isn't really much benefit to Australia, they are better off playing games against other Asian opponents or against teams ranked higher than them.
That might change soon with Europe deciding to only play itself in the future BUT playing Aussie every year would quickly get boring ala Tri/Quad Nations rugby.
