Have made enquiries about this in the past. Basically comes down to funding and long term viability of the sport. FA's of Tahiti and Solomon Islands have been throwing resources behind futsal and beach football for some time as they are more likely to participate in the FIFA World Cups of those versions rather than the 11 a side format.

OFC Futsal Championship Invitational we came third, And are building to qualify next year. As for beach football things are moving forward however it will take some time to become competitive against the likes of Cook Islands and Fiji let alone Solomon Islands.
With the right funding and governing these sports can grow and become just as successful as womens football.
