As I understand it, he picked up a slight injury in a 2nd team
outing for them while under trial, and the club (understandably)
won't let him sign until he passes another medical. So at the
moment he isn't part of their squad.
I could be wrong though, i'm sure someone with more knowledge than me will come on and confirm/deny.

With the transfer window closed, and Pelter still apparently
unsigned, has he missed the chance for this part of the season? or
is he un-attached to any club at all currently, and if so, does
that mean he can sign anytime?

Actually it was the clubs insurance company that put the brakes on
the deal.
Apparently he actually passed his medical but the company wouldn't agree to cover him until the swelling in his ankle went down. That was a couple of weeks ago and haven't heard anything since.
But as he is not signed to a club (therefore not a transfer) he can still sign with Sunderland even though the window is closed.

Sunderland have spent 6 million quid on their new central
defensive partnership of Paul McShane and Danny Higginbotham,
that's on top of the million quid signing of Aberdeen captain
Russell Anderson, and the presence of last year's player of the
season Nyron Nosworthy... I suspect that young Pelter will be
playing a lot of reserve team football this season (Sunderland have
been known to get over 30000 at reserve games in the past!), or
going out on loan to a league side (perhaps Leeds or Charlton who
have both been after him according to Wiki).
What can you tell me about the lad anyway? My knowledge
of New Zealand players isn't quite on a par with my
English/Brasilian?
