Don't FIFA allow you to buy Team Specific tickets which you then don't take-up if you don't qualify? There's probably a fee though.

If I don't get placement at a hall of residence in Wellington next year then I'll probably just stay home, take a year off and work hard, save a lot and then go to South Africa.
 
I don't expect us to win a game, but what an experience it'd be.
