Great job NZF. Spend such an eternity making a decision that the best candidate pulls out because he gets a better offer. How long has it been now?

Edit - Hay announced not re-applying on 12th October. So it's nearly been three months. 
I don't think the timeframe of the coach decision is the major factor in this. Obviously we all want to know who the coach will be as soon as, but the process takes time, and also there isn't really a desperate need to have a coach appointed straight away. The next friendlies aren't until March and the next competitive game is not until next year. The delay from the originally stated date was only a couple weeks, and Buckingham would've known that that wouldn't make any difference as proper work wouldn't start until the March window, and he'd still see out the ISL season, which also ends in March.

Mumbai City would have always had the advantage, as he's already employed by them, so it's a different scenario than if he had been on the open market. They would likely always know what the situation is regarding the likelihood of him leaving, and so would be able to tailor a competing bid. There's always the chance that the fortnight's delay from the originally stated announcement date was caused by City bumping up their bid to keep him. If that's the case, then the timeframe probably never factored, as they would have rivalled the bid had it been made in October just as they would have in January.

It's also unlikely NZF would be able to offer a max financial package that would be greater than what CFG could, and it's also always easier to stay in a current environment than move to a new one. Also, Melbourne City losing Kisnorbo would have thrown an extra spanner in the works. It is a shame, but the fact that he was in the running until now - despite CFG wanting to keep him - suggests that effort was made to bring him in.

It's not the end of the world either, there's four other coaches still in the running: Talay, Bazeley supposedly and then two others who are still yet to be named anywhere.
