I think it's unrealistic to expect an entire team to move here/move back here. (You can't just put the youth team in the senior league, what happens to the youth squad then?)
Nelson Suburbs has produced some ASB Premiership quality players in the past, but would they really move back to Nelson to play national league football? I'm not so sure.
I still think at this stage it's best to develop the players until they're 20, then let them go do something with their lives outside of the region whether it's study, travel, work or to try make one of the current ASB Premiership teams spread around the country.
