I found all NZFC clubs in Football Manager 2009 are semi-professional clubs.

Any differences between semi-professional clubs & other amateur clubs in most Pacific islands ?

Nope, it's entirely down to the researcher being a slacker... and blurry definitions of amateur (see the Regional football forum).
