Exactly the same. In fact, that's exactly what it's like to be a Phoenix fan, in a league with such rules already in place.

In eight seasons the A-League has delivered 6 different premiers and 5 different champions. In its entire existence the NZFC has delivered 2 champions. Which do you think is the more interesting league to follow a team in?
