I think until spurs decide what he is best at, England will wait. BUt I tend to agree with your assessment. If he can increase his mobility then Midfield calls because his passing is excellent. But we might find he becomes a cultured Centre back in the way Hansen was, but with the physique of a Middleweight boxer!
