You're opening up a whole can of worms with a statement like that Jam.
Yeah, very subjective I know. But how about these facts;
Won the First Division Championship (1972) with unfashionable, provincial Derby only two years after getting them into the division. Took them into the European Cup semis the following year and surely would have won it if it weren't for (since substantiated) claims that the ref in the semi had been paid off.
Took over Forest, another unfashionable, provincial club and got them into the First Division a year or so later. Won the First Division in their first year (1978) there and then won the European Cup the year later. Became one of very few sides to retain the European Cup the following year.
His spell of true success was only really over a ten year period, and his later years at Forest were blighted by booze problems and his falling out with his long-term sidekick Peter Taylor, ostensibly over the failure of the Taylor recommended Justin Fashanu at City Ground.
But for sheer achievement I really don't think anything can beat winning two European Cups with a club as small as Nottingham Forest. As a comparison today, it's a bit like taking over at, say, Bristol City and three years later winning the Champions League. Phenomenal.

Peter Hill Wood said that Arsene Wenger has a job for life, he has been quoted as saying that in the media..when Arsene leaves Arsenal it will probably be of his own doing.
