Did he manage to get any kind of kiwi citizenship? Can't help but feel the Nix (Rudan) made a huge mistake in not trying to keep him here.

You're comparing apples to kiwi fruit.
Ball & Taylor both English boys at the time in academies for English club teams. Pizzuto and Harris both foreign boys at the academy of NZ's only pro team.
A League teams can only have 5 visa slots. Dome said once that they looked hard at offering Harris a prized visa spot, but he was still a kid at the time, who had played only a few games of senior men's football (with Weenix). Would have been a very big call at the time. He then left for a US College. I suspect now he will try throw in his lot with the US national age group system (not good enough for England, and his other national team option Hong Kong being too shark???).
Pizzuto I think was never staying long. Seems a proud Mexican lad, who was a bit of a star in one of the age group World Cups for Mexico from memory.
AWs/FFs already recruit more than their fair share of players with tenuous NZ links.
Guys like WeeMac, Smith & Themi have been good servants to the AWs - but apart from WeeMac's time at the Nix, have barely set foot on NZ soil in their lifetimes. Many of the Aussie raised AWs the same. Though yes Smeltz, Moss, Durante and Stensness have all played for the Nix.

FIFA's rule is 5 years residency over the age of 18, so no. You can apply for an exemption but I don't think they will give it for a kid that moved to NZ at 14 for a football scholarship & left when he was 18/19 (not sure he has even done the 5 years tbh)
From memory Domey said the Nix were sorely tempted to sign him as a visa player, such a standout he was with Weenix in only a small number of Handy Prem games, and I guess in the Academy generally.

There was a change to the eligibility rules in 2020, to sort out the kids moving to new countries. If you move to a new country before the age of 10 you only need to have lived there 3 years to get eligibility, and after the age of 10 you need 5 years residency.
It helps fix situations like Deklan Wynne’s back in the day when he wasn’t NZ eligible despite slicing here most of his life. I don’t know if Harris is eligible though, he probably isn’t, otherwise we would’ve heard some chat.
