I want to know their football development.

Do they have football exchanges with New Zealand?

Can Niue & Tokelau apply for OFC, FIFA memberships?

I don't think that they have any footie exchanges with NZ and I believe that they maybe affiliate members of OFC but are not ful members, by their own choice, check out OFCs official website for more info.
