Puerto Rico FIFA ranking:196 (Jan 08)
Puerto Rico didn't win matches after 1994. But they got good results in recent dates.
16th January 2008
Bermuda 0-2 Puerto Rico
18th January 2008
Bermuda 0-1 Puerto Rico
26th January 2008
Puerto Rico 2-2 Trinidad & Tobago

Puerto Rico Islanders founded in 2003, compete in United Soccer Leagues First Division.
They can play in CONCACAF Champions Cup qualifiers.
(so why can't Wellington Phoenix play in O-league ?)

And many uncapped foreigners (& Americans) in Islanders choose to play for Puerto Rico national team.
(some good uncapped foreigners in Phoenix can play for NZ)

US is in CONCACAF, your point therefore is not valid.

Three for me, and two for them.
