Throw-in is perfectly legal - both feet are on the ground at time of release and the ball is released from behind/above the head.

If there is any infringement it is by the defending player for not being 2m from where the throw in is being taken.

Although - the Additional Guidelines for Law 15 - The Throw In...

If a player, while correctly taking a throw-in, intentionally throws the
ball at an opponent in order to play the ball a second time but neither
in a careless nor a reckless manner nor using excessive force, the referee
shall allow play to continue.


Seem to indicate, that if the Referee terms that the throw in, taken is such a manner, was reckless - there could be grounds from a foul and a caution.
