They're not 'tiny' Curacao really - lot of their players are European based. Guessing that it's a whole bunch of guys with Curacao-ancestry coming together into the national team, which has only re-emerged in the last few years. 

Probably similar to the Irish teams of the 1980s, when they called up anyone with an Irish parent/grandparent into the national team, and which actually kickstarted the best era of Irish football, and they're still going pretty well now.

EDIT: Just had a quick look, at most 10 of the players in their Gold Cup squad were actually born in Curacao, the rest were all born in the Netherlands. Only 3 of the 23 actually play in Curacao, the rest are all professionals in Europe.
