It's a very small number of kids who go from youth deals, to say becoming regular EPL players. Howieson, Butler, Brotherton, Woud, Payne, Patterson are just some of the Kiwis I can think of, that at one point in recent times were signed as teenagers in the UK. Sure none of them were at a club as big as the Citizens, but it's far from a guaranteed pathway to the big time. David Ball was I think at Man City as a kid?? 

Leuluai has lived most of his life in Lancashire. Though he's obviously a talented young footballer, being basically a local would have been a major factor in getting a youth deal at Man City.
