Am interested to hear the opinions on why it may be complete and utter bullsh*t or waffle. Not saying I think the Plan is right, but as I will be involved with it via futsal development and coaching, I would like to further understand it.

And for my ten cents worth I think it is a laudable statement of ambitions but is purely rhetoric and will fizzle out when the World Cup money is spent. 
 
For the average man coaching a club team or sitting on a club committee nothing much will change, except that up above him somewhere someone will be getting paid some money to not do much.

if greater club input is the answer to this, ditch the dude sitting in head office and  reverse the current flows of money out of clubs -- in the shape of whopping affiliation fees -- and instead ensure money is poured into those clubs that meet fundamental performance and organisational criteria so they can get coaches on the ground.

At the moment they've identified a problem, but provided a solution that is rather disconnected.

wouldnt clubs just use that money to pay players instead of coaches? im inclined to let nzf fund acadamies and coaching as they see fit.

Except they don't fund them, at all. The players pay for them. A lot. And they have to or they are told they will not be selected for international teams.

That would be a pretty good use of some of this money - make elite player pathways free for kids.

tegal, the thrust of the article seemed to be implying clubs and grass roots were central to the equation.
 
if that is so, then make clubs more central in terms of the solution.
 
With any funding you would expect an audit of how money was used, and performance indicators to justify the spend.
 
Once a decision was made, it wouldn't be that hard to implement.

That is the one thing that bugs me most about NZF. The fact you have to pay to be able to represent your country.

Imagine football today if that policy was adopted worldwide.
