As much as I dislike the interim government, aid shouldn't be used as a bargaining tool.

Aid should be provided direct to the people/organisations on the ground.  It should not go anywhere near to the Fijian Govt.  This should be the same for any other undemocratic or suspectedly corrupt government.

As long as aid can get through to the people then I have no issue with it.

Of course it should be given. There should never be a situation where politics wins out over people's well being.
