GIMP is really good. Just takes a wee while to get the hang of it. I used to use it. 
 
Then  I got Photoshop

is Gimp better than Irfanview which I have also had recommended to me?

I've heard some good things about Irfanview, but I've never used it. Suppose it all depends on what you want to use it for, and then it comes down to your personal preference.

Yeah there isn't many ways around getting it cheap. Photoshop CS5 Extended student is $234. Find a student and getting them to get it for you.

Anyway Photoshop isn't very important, infact even as a graphic designer I'd be happy if it stop existing. Just masks crap Photgraphers work, makes people look overly fake and spawned a million crap forum sigs. Although there is some nice illustration done in it.

More referring to the sigs with lots of Photoshop filters, and brush effects ie Lightning bolts, smoke effects, splatter...

Yes, but it goes through X11 so doesn't behave like a Mac app. If you can put up with that, then go for it.
