I get it, and most people do but I have been around long enough to know that this sort of action  will never fix the problem. So will it go on for 10 years or 50?

I agree and you and I don't usually Leggy. I know what you are saying and why.. As for getting this point sorted, I think there's a new version of this site coming which will hopefully rectify this. Perhaps Patrick can give us an informed opinion on that??

While I don't know as much specifics about three waters as I would like, if I was a council with a $100+million bill coming due to the age and state of my water infrastructure, and no expertise to do it myself, I'd jump at the chance to offload that job to someone else to do and pay for.  I don't understand why the councils need to keep control over this. Or is it not about the infrastructure at all and actually about posturing and power?

It's about posturing and power and also about paper accounting (the council can borrow against the value of the pipes, despite the fact that the ratepayers would not want to lose those assets to banks).

If only it was a 100 million dollar bill, the Wellington region has to spend 500 million just to fix what we have plus another four billion over the next 30 years to keep up with anticipated population growth.

We've seen from multiple councils, not just Wellington, that they can't manage water supplies, so this is a good idea. In fact, New Zealand is just too small to have as many separate entities as we have, we can get a lot of cost benefit from combining other things. We consolidated the fire service, we're consolidating the DHBs and water, we should re-visit consolidating councils, and there's plenty of scope for consolidation within government departments too.

Yeah the council want to be able to hold onto their assets so they can borrow the funds to do their own puff projects. Almost all the councils in this country have had some issue with water management over the years, and its simply down to the lack of investment in the infrastructure. No council really wants to do it cos the voters don't see the investment, underground pipes are boring, but a massive green space in the middle of the city or kilometers of cycle ways - voters see that and you can win elections on these things. 
Something had to be done, in Welly we have 50-70yr old pipes that have been patched up over the years but never really invested in. No we have a several billion dollar cost to fix/replace them and the only place with that money is central government.

Facelessbook have given me 16 days restrictions for using this picture as my profile. I hurt their algorithms feelings I gather. It wanted to feel inclusive yet diverse. However, I identified with that picture and they are hurting my feelings too.
