A friend has posted this on the Message Boards in the UK. His sister moved into a house and these things were stuck on the wall just above the skirting board. They are of a hard plastic backing with the 'bulbs' made of hollow rubber. This is a small one, others are bright blue and have 12 'bulbs'. Nobody has been able to solve the problem as to what they are. I have posted them on other Message Boards all over the world and nobody has come up with an answer.

This has been the general suggestion as they are all just above the skirting board but the 'hollowness' of the small bulbs would seem to be not solid enough for heavy furniture. They are only downstairs, there are none upstairs and they are not behind doors.

OK - you're gonna laugh!
Fortunately someone posted the larger one on e-Bay describing it as a (wait for it) "Magazine or Paper Rack" and showed the magazines folded and inserted in-between the bulbs. These are on sale, in various sizes, at IKEA.
Make a nice Xmas present for someone you don't particularly like eh?
