It doesn't help that there have been a lot of late/rash challenges in this game. He can't just let it slide because it's a final and its in everyone's best interest to have a free flowing game.

Agree but there is a middle ground between letting it go and a card especially in the first 2 mins of the game. It's just a bit of game management.

I think that's rubbish. Players shouldn't commit fouls if they don't want to be booked. The referee enforces rules how they're written.
