Not daft, thats a good question.
I'd love to run an 11 aside comp, but that wouldn't be a festival event like culture kicks is, with food, music and kids entertainment, rather an ethnic league based over many weeks, rather like Upper Hutt's tournie.
Although Wgtn took its cue from Chch and Hamiton we knew we didn't have the time nor the space to hold an 11 a side comp without severly restricting entries. As it is ith a five a side tournament 'smaller' ethnic groups can field strong teams, such as Oromo, Afgnahistan, Assyria. Chch is looking at changing its format to five a side to make it more friendly and informal- more games, more teams.
The national tournie, as organised by the NZ Police and the host city (Wgtn in 2008) allows each regional city/organisation to choose their champion according to the rules of their own tournament. it was decided that to standardise the national tournament it should be 11 a side.
So basically the answer is: each region runs its comp the way it wants to, but when the winners meet its real life 11 a side football.
