I assume there is going to be no lowering of the other standards foe getting into the MPL, pitches, showers, coaching requirements etc, so overall the standards of clubs will lift throughout the Federation .

Some of the clubs you mention rarely/ever front at mainland meetings, so may not be aware of the hefty fines proposed for defaults in this league up. Should make some clubs think twice about entering a team. In saying that, don't think default fine applies if sufficient notice is given. Don't think there is any repercussion, financial or otherwise, if a team pulls out all together mid season.
