What a complete shambles!!  In my opinion NZF have shot themselves in both feet with what has gone on here.  Talk about conflict of interest if it was the NZF's representative's own son he was approving this "arrangement" for.  How underhand, and I agree with Global Game, if not "techincally" cheating, then in the spirit of the game, it is most definitely cheating!!
