Dome said on the radio just a couple of weeks ago that they know what Rudan want's and they're putting together a package to meet his demands, they just can't do it for a couple of months. My guess is it's all around the license, once the license is resolved they'll be able to make long term plans and invest towards that.
If you'd ever talked to members of the ownership group then some of them are very ambitious.

Talk may be cheap but owning the Phoenix certainly isn't.
