I'm guessing you probably need a critical mass of candidates to make it worthwhile, and since having a Pro license isn't a requirement for Aussie coaches to be A-league managers, suspect that the numbers probably aren't there.
Yeah, I'm sure that has to be an option on the cards. From memory, though, I think the intake of non-confederation affiliated coaches is limited to something like 10% of candidates, so there's probably a waiting list on that front too.
From memory (so I could definitely be wrong) it has to do with where you got your previous qualification - so for example, if you have AFC A and want to get UEFA Pro in England, you're down the pecking order as an outside candidate.
