Daniel Farrow from NZ Football interview:

http://120.138.20.16/WeekOnDemand/radiosport/2016....

  • The person in charge of transfers left NZF on Friday for a new job.
  • The person who was placed in charge of transfers was away on holiday and didn't have internet access. They were aware of the window but it was unexpected for NZF that a transfer was coming.
  • Office staff picked it up when they got in on Tuesday but couldn't work the system.
  • They tried to do it manually but after the deadline passed (read Wednesday).

So seems like NZF didn't train staff on how to use the system / didn't do a proper hand over and they lacked the ability to actually use the FIFA website.

If they started the manual process (which I'd imagine is sending an email to FIFA?) before the deadline passed rather than the next day then I'm sure it would have all been okay.

According @hamishneal on twitter Daniel Farrow from NZ Football was on Radio Sport.

They tried to process the transfer online but couldn't do it so they reverted to the manual method - but crucially they did the manual method after the deadline closed. He also said that NZ Football is not going "go down the path of apportioning blame"

So the questions then is if the FIFA system was down then why not do the manual method immediately, assuming the manual method is filling in a form and emailing it? And if the FIFA system is down then surely FIFA can give some leeway?

Another scenario could be that this mysterious man who was out of cell phone range was the only person that actually knew how to use the FIFA electronic system, and therefore the rest of the staff couldn't figure it out. If so then that is seriously bad planning from NZF.
