- The person in charge of transfers left NZF on Friday for a new job.
- The person who was placed in charge of transfers was away on holiday and didn't have internet access. They were aware of the window but it was unexpected for NZF that a transfer was coming.
- Office staff picked it up when they got in on Tuesday but couldn't work the system.
- They tried to do it manually but after the deadline passed (read Wednesday).
So seems like NZF didn't train staff on how to use the system / didn't do a proper hand over and they lacked the ability to actually use the FIFA website.
If they started the manual process (which I'd imagine is sending an email to FIFA?) before the deadline passed rather than the next day then I'm sure it would have all been okay.
