Who sets the rules for the various association deadlines (and different rules re: transfers, loans and free transfers)? The FFA must have set the deadline for both windows in the HAL (and did it change when the start of the season changed?).

mandatory to have 2 windows - first has to be between seasons and no longer than 12 weeks and the 2nd is usually middle of the season up to 4 weeks. associations have to notify fifa 12 months regarding any changes so they can police it.
I was trying to see, as FFA set the registration period, if there would be any scope for the FFA to be flexible on the registration of players for comps they administer.
FFA picks the windows and IIRC must submit these 12 months before the season. FIFA sets the regs which apply to all countries. No leeway at all.
Wonder if the likes of Cahill, who just got terminated, would be allowed to sign in the A-League?
