Isn't that a hill that would need to be levelled? I think better would be to use westpacs parking and provide a free shuttle service.
However this is my idea (excuse the really shark gimp work):

Rotate the current pitch 90 degrees, build new stands on the north and southern end in front of the old ones, make the area where the old ones were into a venue and exhibition space.
The sizing just about fits according to google maps, I don't know how accurate that is. you might have to push the east and west stands in a little bit to accomodate the pitch.
EDIT: I should add that the existing stands on the southern end would be used as part of an indoor concert venue which would be long and narrow with a curved back and a stage on the flat wall behind the new stands. The sight lines in it would be excelent. The roof would be supported by the new stands, therefore the councils budget for a new indoor venue would be used to reconfigure westpac stadium.
