He certainly started in an offside position, but VAR and AR clearly decided he was not impacting the play at the time, he then comes back onside before he is held by James.
Technically it's a correct call, as far as the offside is concerned. A player is allowed to be ahead of the defenders, they are not allowed to impact the play/attack until they come back onside.
James should have left him alone as Cosgrove was never gonna get to the ball.
