If you're assuming that the Phoenix apply for and get granted dispensation for Greenacre or Tribulietx to be assistants why not apply for dispensation for either to be head?
Okay, worst case: assuming either Greenie or Ramon were appointed head coach, subject to completing their qualifications, a failure to pass - for whatever reason - could leave us with a head coach who had to stand aside. If either of them were assistants, any hiccup would be less embarrassing. I just want to minimize the risk of a coaching own goal next season.
Well, any dispensation in the above scenario would have to be unrestricted with no presumption of them sitting and passing a test, it would have to be dispensation for the foreseeable future. Greeny is a NZ Citizen so it's a pretty reasonable assumption that the FFA could consider him a local coach in the same way as the FFA sees NZ players as local for the Phoenix.
Seeing as we're speculating and putting both Ramon and Greeny in positions they're technically not qualified for in the first place.
