I think you're confused between the board and the football committee. AFAIK the Phoenix footballing committee makes decisions on hiring.

Sure, but a board doesn't need to have domain experience in an industry, in fact in my experience they generally have limited experience with the industry that the company that they are on the board of operates in. They are also not consulted for day to day operations but do have to approve big things like budget increases. Certainly they aren't going to convene the board for every hire. Rob Morrison is obviously involved, but most of those things will be handled by the footballing committee and I believe that the coach has a seat in that committee. A board just provides oversight and guidance.
Saying that, there is obviously something wrong with the nix and it does feel like there is poison at the club. I remember when Ifill was hired he said the thing that made him want to come was the sense of being wanted by the club, Pignata called him, Ricki called him, Dura called him, and the club made new players feel welcome. They kept going on about the atmosphere at the nix and how it was a very closely knit team. That comradery seems to have disappeared over the last few years.
Maybe it's the new owners, maybe it's the backroom staff, maybe Ernie did it, maybe it's simply the players that tried so hard to be inclusive had their own families and suddenly dinners with the boys wasn't a priority anymore. But that closely knit team culture seems to have disintegrated one way or another. The number one issue that needs to be addressed is not to hire quality but to instill that sense of pride in the team, and to teach the team how to play for each other again.
