Ok, maybe I have different associations with it but if I here "dawn ceremony" I automatically think ANZAC day, somber speeches, The Last Post, etc. I know there are other dawn ceremonies - for instance when they shifted the Treaty of Waitangi from Archives to the National Library they had a ceremony at dawn. But I still think the phrase doesn't have positive connotations.
