If theu are viable and able to win the play offs if P & R to be introduced between 2024 & 2027

Broadcasting deal for their games is theirs to negotiate if 2nd tier is an independent league

If a 2nd tier is to be financed by the HAL it will all fail. 

Lets assume, club ZZZZZZZ get an average of 10 people to a match, never wins a game, and has a goal difference of 8 goals a game. Do they stay in ?????? if the answer is no .... then at what level do you draw the line ????

Until the 2nd tier clubs are secure and set up for 2024/2017.  Yes hold place
