I'd be surprised if any owners would support P&R without arm twisting, they have to protect the asset that they own and the drop down between a professional A-League and a semi professional NPL is just too big.
The A-League needs to focus on growing to fifteen - twenty teams before they even start to think about P&R.
This will make an independent A-league a lot tougher sell to the state associations/federations, and the Association of Australian Football Clubs, who will likely end up getting representation at the FFA Congress once the FIFA process is done and dusted.
