They should stick to 4+1. 

The whole point is to stop the league being over-run with imports and to make it so sides don't have to change whole line-ups for ACL football.  You start allowing more and more imports in when the squad minimum is 20 and the maximum 23 then you reduce the number of chances domestic players have which is the whole point of a league like the A-League.
