No the issue is the typical lack of vision and small time thinking systemic in NZ.

Interesting that the Muldoon govt (mostly evil) initiated the Think Big projects - which turned out to be not particularly helpful due to drop in oil prices in the 1980s. However the basic premise was good (diversify the economy and build infrastucture).
