Isn't that just FIFA's interpretation of "deliberate" though?  Because the laws of the game themselves just say deliberate handling of the ball and the published guidance explains what it covers IIRC? So there's no difference for a deliberate hand ball vs accidental hand ball as far as yellow cards are concerned
