Very true but you also need to keep in mind that while the FFA still technically own the Wandertards, meaning that any potential buyers and sponsors of the franchise will be watching this with very keen interest. 

The reaction of the FFA does a couple of things here. Firstly it doesn't immediately harm the on field prospects of the club meaning that if the Wandertards miss out on ACL qualification it is not related to a deduction in points and secondly it still sends out a message to prospective new owners and the A-League as a whole that poor crowd behaviour is not going to be tolerated! 

So, in my opinion, it isn't that they won't fine themselves because they can't but more that if they do that it have a massive impact on their ability to sell the franchise.
