Correct me if i am wrong, but if a young player under the age of 21 is offered a new deal but doesn't sign and moves to a "bigger" club, then depending on the estimated future value of the player and appearences for the club the old club will be compensated.
 
I believe this was introduced to stop smaller clubs best young players being poached for nothing. Signing a youth player on a three year contract for example doesn't seem any riskier than signing an overseas player on the same, espeically when i look at Diego and Mulligan who, established pros offered very little to the club but cost alot more.
