i like what iffy said "now we have a contact scale"

can someone who knows advise if this is a thing? it seems to me to be like when people say that a handball is "not intentional" which is not in the rules (i think)
There's always been a contact scale, and despite me thinking that was a pen, that's a poorly thought out comment from Iffy. Is putting your hand on someone a foul? No. So there's obviously a scale of what's acceptable.

There's always been a contact scale, and despite thinking that was a pen, that's a poorly thought out comment from Iffy. Is putting your hand on someone a foul? No. So there's obviously a scale of what's acceptable.
